Qualifiers based on qualification rates

Before posting the qualification rates of all countries, here's what the qualifiers of both semi finals look like according to them. In semi final 1, we of course have Ukraine with a perfect record (100%). They are followed by Australia (86%) and Azerbaijan (85%). Serbia (79%), Moldova (71%), Lithuania (61%) and Cyprus (59%) also have decent records. Iceland and Finland (both 56%) take 8th and 9th place. Now here's where it gets complicated: Three countries tie for 10th place. They are Croatia, Poland and Portugal (all 44%). Slovenia and Ireland have the worst records, and Luxembourg is of course the big unknown. In semi final 2, we also have three powerhouses: Norway (81%), Greece (80%) and Armenia (79%) which are all lower than the top 3 of semi final 1. With quite a margin, we have Denmark and Israel (both 59%). The last country above 50% is Albania (56%). Here we can see how many times each country has been drawn into each semi final. Blue is first semi final, orange second semi final, yellow is host country, green is special guest and red is withdrawn or disqualified after the draw. In that case, the semi final in question is written into it. Albania, Australia, Estonia and Serbia have equalled the amount of participations in both semi finals. Finland holds the record for most participations in the same semi final: 12. They previously shared the record with Belgium, who finally reunites with the Netherlands after 2015. In the second semi final, Denmark and Georgia are now joint-record holders with 11 times. This year is the first time that Finland and Ukraine have been drawn into the same semi final. It almost occured in 2019, until Ukraine withdrew. Norway and Switzerland have a weird habit of being drawn into the same semi final.
